Nuestro país vive una grave crisis de seguridad. Siguen siendo muy elevados los índices de criminalidad, cuya impunidad se impulsa a un grado adicional: la crueldad con que se ejecutan los delitos. A este panorama debe sumarse un elemento igual de grave: hay una revisión en el área de administración de justicia que amenaza con tirar los pocos logros obtenidos en otros tiempos.
Ayer se anunció que la Suprema Corte de Justicia de la Nación resolvió eliminar algunas sentencias al delincuente conocido como “el mochaorejas”, asumiendo que algunas de las pruebas o declaraciones incriminatorias se obtuvieron bajo torturas.
Desde hace tiempo en el país se habla de la necesidad de respetar el debido proceso e incluso se liberó a la francesa Florence Cassez y el gobierno actual tenía un acuerdo de liberación con su coacusado Israel Vallarta, sólo que no lo han concretado porque hay otras sentencias por delitos adicionales.
Llegar a una posible liberación del mochaorejas ya sería el colmo, con la gran cantidad de secuestros y otros abusos que quedaron demostrados. Es innegable que durante muchos años el debido proceso era lo de menos y que las corporaciones policíacas usaban la tortura para resolver y “resolver” los casos, pero de eso a regresar a la calle a delincuentes con Daniel Arizmendi, el famoso mochaorejas, debiera distar una distancia insalvable, sobre todo cuando el argumento es que deben respetarse los derechos humanos del inculpado. ¿Y los de las víctimas quién los va a proteger?
Ha ocurrido lo mismo en el caso de los 43 estudiantes desaparecidos en el estado de Guerrero. El compromiso de este gobierno, de hacer justicia, se ha reducido a perseguir a los policías y personajes que tuvieron a cargo el caso y a liberar a varios de los inculpados, incluso cuando se trata de delincuentes confesos por otros delitos.
Pero el caso más gordo al que se le tiene echado el ojo es el de Mario Aburto, el llamado asesino solitario de Luis Donaldo Colosio. La Comisión Nacional de los Derechos Humanos, tan omisa en los cientos de casos que ocurren a lo largo y ancho del país, se ha propuesto hacer justicia o lo que considera justicia, porque estima que las confesiones le fueron arrancadas con tortura. La Fiscalía por cierto ya declaró obsequiosa que reabrió el expediente.
Seguro sueñan con encontrar (mediante debido proceso) una manera de demostrar que Carlos Salinas de Gortari levantó el teléfono y ordenó que se procediese a ejecutar el crimen. El riesgo de una candidatura común encabezada por Luis Donaldo Colosio Riojas parece muy importante para el gobierno de la cuarta transformación, tanto como para liberar a un ejecutor confeso sin tener elementos para ofrecer una solución distinta. Más que a protección del debido proceso, suena a politización de la justicia.
Entre la muy fallida estrategia de abrazos, no balazos, la reducción de recursos para las tareas de seguridad y el uso político del tema, en el país muere la esperanza de recuperar la calma perdida desde hace tanto tiempo.
  • EN MORENA ESTÁN ENOJADOS CON CUÉN
La reacción del alcalde ahomense Gerardo Vargas Landeros, quien corrió a los dos funcionarios menores de su gabinete que había negociado con el PAS, tiene que ver con la elección de José Luis Polo Palafox como delegado al congreso nacional de Morena. Se sabe que fueron militantes pasistas quienes le dieron su voto y lo promovieron, pese a la enemistad personal o disgusto del alcalde.
Además del pluripartidista presidente municipal, hay muchos cuadros de Morena enojados con el PAS por haber intervenido en lo que era una elección interna del Movimiento de Regeneración Nacional. No es para menos. Uno de los investigadores más acuciosos encontró que de los 70 delegados que fueron electos en Sinaloa, al menos 14 forman parte todavía del padrón de militantes del Partido Sinaloense, y que al menos otros cinco o seis tienen o tuvieron algún tipo de relación con ese partido, incluyendo a la alcaldesa de Cosalá, Karla Corrales, quien si bien ya renunció a la militancia pasista, fue en ese partido que consolidó la estructura que la colocó en el primer lugar de votos recibidos por el sexto distrito. También está el Químico Benítez, quien formalmente fue candidato a la reelección con registro del PAS.
Luego está la otra cara de estos resultados: los votos de personas que no estando afiliadas a Morena, fueron a participar, de acuerdo con lo que decían la convocatoria y los estatutos de Morena. Sin esos votos pasistas, los hoy delegados de ese partido no habrían podido llegar. Al final no puede uno menos que recordar los pretextos de los priístas para no hacer procesos internos y abiertos: “la oposición nos manda gente a votar y nos meten goles con elementos que no son nuestros”, decían, ante el rechazo de la izquierda, que hoy vive esa historia.
Pero al final de cuentas ni debieran enojarse porque de dentro de su partido hay quien avala a Cuén y le da aire para que siga operando en esas estructuras ajenas. Justo antes de esas votaciones internas apareció en una foto con el secretario de Gobernación, Adán Augusto López Hernández, para quien el exrector de la UAS dice abiertamente que hace trabajo en el juego sucesorio de las corcholatas.
Por si fuera poco, después salió en una foto con Adán Augusto y con el gobernador Rubén Rocha Moya, y todavía más adelante se volvió a retratar con Adán el tabasqueño y con el dirigente nacional de Morena, Mario Delgado. Si ya saben cómo es de picueco ¿para qué lo invitan? En ese sentido las intromisiones de Cuén tienen legitimidad, sobre todo ahora que ya tiene hasta delegados para ofrecerle a su corcholata.

Ya encaminado por esa senda, quizá el gobernador quiera sacar una ganancia adicional y aprovechar la disposición de Cuén, para formalizar el proceso de defenestración del presidente municipal de Mazatlán, Luis Guillermo Benítez Torres, a quien se le arman ya expedientes muy similares a los que se utilizaron para quitar a Jesús Estrada Ferreiro la silla de la alcaldía culiche.
El presidente de la comisión de Gobierno del Congreso del Estado, Ambrocio Chávez, declaró muy abiertamente que si existen denuncias formales y concretas contra el Químico, la legislatura procederá a la instauración del juicio político. Y la denuncia se acaba de presentar, precisamente por parte de los regidores del PAS.
En estos momentos son dos los temas que pueden poner contra la pared a Benítez Torres: el escandaloso contrato por más de cuatrocientos millones de pesos, en que no hubo licitación, y lo manirroto de la administración del Instituto de Cultura, que ya empieza a operar prácticamente con sobregiro respecto de su presupuesto anual.
En el segundo caso, el Químico ya empezó a defenderse con la gallarda estrategia de lavarse las manos. Son ellos los que han gastado el dinero y a ver cómo salen de eso, dijo, cuando toda la población sabe que del Instituto de Cultura han salido todos los caprichos del munícipe, tan afecto a las fiestas, homenajes y jolgorios que tanto dinero cuestan y que van directo contra las cuentas del propio instituto. Y eso por no hablar de las sospechas que todo mundo sospecha.
A propósito de gastos, parecen broma, pero los que se hacen con cualquier pretexto, indican que al ayuntamiento mazatleco no le ha llegado la pobreza franciscana de Andrés Manuel López Obrador. Casi 300 mil pesos costó que viniera la señora Rigoberta Menchú Tum a entregar un diploma que acredita a Mazatlán con destino turístico de paz e incluyente, algo que no es absolutamente nada relevante, salvo para el ego de quien lo paga y lo recibe.
Una cantidad muy parecida se gastó también en el “paso peatonal” que une a la banqueta sur de Catedral con la Plazuela República, donde difícilmente se presenta una situación de riesgo para los peatones, porque no es una zona de mucho tráfico, y cuando lo llega a haber, se hace nudo.
El ingenio popular cobra todos los agravios. La foto divulgada por el propio gobierno municipal fue convertida en meme, riéndose de que las autoridades hicieron ceremonia para inaugurar un tope. En realidad eso es el paso peatonal: un tope que por su altura detiene la circulación de cualquier vehículo. Incluso si fuese un paso peatonal útil, la ceremonia inaugurar habría sido un exceso.
Será por todo eso que ha trascendido la búsqueda de un personaje adecuado para sustituir al Químico Benítez. Se barajan nombres como el de Manuel de Jesús Guerrero Verdugo, actual delegado de Morena en funciones de dirigente estatal, y el de dos académicos amigos del gobernador. Uno de ellos, el doctor Arturo Santamaría, ya desmintió cualquier posibilidad, pues categóricamente ni la desea ni mucho menos le han hecho algún ofrecimiento o insinuación.
  • JUAN JOSÉ LEÓN LOYA, UNA SEVERA PÉRDIDA
Este sábado falleció el arquitecto Juan José León Loya, un urbanista que dejó huella por su desempeño profesional. Luchó toda su vida por el rescate del centro histórico y fue un partícipe directo en logros como la reconstrucción del Teatro Ángela Peralta, al que consagró mucho tiempo no sólo para concretar su remodelación y operación adecuada, sino para proteger sus avances.
En 1987 el gobierno de José Ángel Pescador Osuna se metió al teatro a la brava y contó con el respaldo del gobernador Francisco Labastida Ochoa para conseguir la propiedad del inmueble y poder realizar las obras definitivas. Los primeros años del Festival Cultural de Sinaloa los conciertos se hacían sobre un escenario partido en dos por una enorme ceiba de la que se desprendían chinacates cuyo vuelo alborotaba al público que presenciaba de pie o en unas cuantas sillas plegables.
Pero para la tercera o cuarta edición ya el rescate iba en serio. Los balcones estaban en obra negra, pero ya firmes y sobre ellos se derramó una masa de mazatlecos que bailaron entusiasmados bajo el influjo de la inmensa huarachera cubana Celia Cruz, cuya azúcar hacía saltar a todos. Un gran éxito que vivían gustosos todos, Labastida y Pescador, Raúl Rico y su equipo, pero no León Loya, quien veía el espectáculo del público con un rictus de angustia: “me lo van a tirar”, decía en referencia al teatro que originalmente construyó su antepasado Santiago León.
Fueron muchos los proyectos en que participó, incluso algunos polémicos, como el Banco de México, esa mole inmensa que se levanta sobre Olas Altas, y cuyo diseño sin embargo ganó el concurso de asignación por ser el que más se integraba al paisaje urbano del área. Pero el que más lo caracterizó fue el del Teatro, en el que hizo mancuerna con otro luchador de la causa, como fue Antonio Haas Espinoza de los Monteros.
Un día vino una importante misión de empresarios japoneses, a los que el gobernador Labastida andaba enamorando para conseguir inversiones y entre otros sitios los llevaron al Ángela Peralta. Los empresarios se dieron cuenta del gran apuro de los locales porque no pudieron encontrar al arquitecto León Loya para que les expusiera los valores del rescate y de la edificación. En su lugar fue el arquitecto Santiago León Lorda, quien les dio todas las explicaciones técnicas, históricas y por supuesto arquitectónicas, haciendo énfasis a cada rato, en la pena de que no hubieran podido localizar al arquitecto León Loya. Tan insistente fue, que el jefe de la misión japonesa le hizo un alto para preguntar por qué era tan importante que hubiera estado ese señor Loya. -Es que él fue el último que bailó con Ángela Peralta, le respondió. Hasta Labastida tuvo que soltar la risa, como la soltó el propio Juan José cuando le platicaron la anécdota, aunque luego soltó un “méndigo primo”
